Cost doesn't exactly play into it until it becomes successful. A domain name isn't too expensive--less than 10 dollars a year. Maintaining it is the hard part. You really have to be dedicated to it. It's not easy to create a site like Myspace. You need to be really educated in web design. Once it becomes big, then you'll have to worry about the bandwidth and space you'll need to provide features for your visitors.

If you want to create a site like myspace, it is gonna take big time money.
You need coders, designers, money for hosting and money for the domain.
Depending on how big is the site, it can vary from 100 dollars to several thousands (maybe more than 20k $)...

If you just want to get started, then I believe you can have a site up without paying anything (Joining free forum host, getting free hosting account,etc...). However, as time goes by, you will realize that free hosts can't serve you right anymore and that's the time you have to buy your own domain name and pay for your hosting account.

Maintaining a website is pretty hard and is time-consuming, what makes your site popular are the contents it has and the way you maintain it (include promoting, adding new pages,etc...).
So just make sure you are ready before having your website up and running
