Well, i think that Dreamweaver is quite good, but you need to have some skill to get a decent website out of it, i just had to get a book on CSS to get a lot out of it, and i'm lucky that i know a lot of html tags. It isn't the easiest, but you can make high quality websites from it, that look professional, with the right person

I think that FrontPage, which has been discontinued and replaced with Expression Web (like Dreamweaver except microsoft) is a good program for people who aren't really the next geek on google, because it has quite a lot of themes, and it has simple text editing, like Microsoft word, as well as built in little fun things, like marquees and banners, and it also helps with navigation. It does get very repetetive, and you always get similar quality websites using FrontPage.

I would say that Dreamweaver is better for eperienced people, that want to make quite good designs, which are self inspired, but to get a lot out of it, you need knowledge of CSS, and you probably need Fireworks (and probably photoshop) of the same version.

FrontPage is good for people new to Web Design, due to it's simplicity, but it does get wuite repetitive in the design process. Theme, type, put flash, upload, repeat.
